Wayne, where in the NPR article, or any other for that matter, does it say this was produced by the high school? The film was produced by filmmaker Peter Watkins-Hughes as part of a class that he teaches at a local University; and was funded by and prepared for the Gwent Police force in South Wales. The only thing that the high school had to do with it at all was that the acting teenagers in the PSA were recruited from the high school.
